Safety Management System In Accordance With ICAO&EASA – Introduction

Introduction

Development and implementation of an effective Safety Management System is one of the challenges for modern aviation organizations. Participants of the course will learn about the tools and methodology that will enable the effective implementation of a safety management system in an aviation organization, in accordance with the regulations of ICAO Annex 19, ICAO Document No. 9859 and the requirements of the EASA management system. 

The course provides knowledge of the Safety Management System concept in aircraft operating organizations, aeronautical training organizations, maintenance and continuing airworthiness organizations, air navigation services and ATC services.

Prerequisites

Participants are asked to bring a laptop to the course in order to gain access to training materials (materials will be made available only in electronic form).

Teaching objectives

Upon completion of the course, participants will be able to:

  • develop and implement a safety management system (SMS) compliant with ICAO and / or the EASA Management System (SM) (organizational structure, responsibility, policy, procedures); 
  • take responsibility for the coordination and supervision of the organization’s safety activities;
  • understand the process, rules and business practices related to the implementation of SMS / SM; 
  • demonstrate cognitive skills by carrying out problem analysis and making judicious assessment of the technical requirements of the SMS; 
  • use practical skills by selecting and applying appropriate SMS / SM elaboration methods.

  • State safety programs (SSP and safety management systems (SMS);
  • Components of the Safety Management System;
  • Analysis of the causes of accidents and their root causes; aviation safety in the world;
  • Operational errors and violations: assessment of individual errors; 
  • Active and hidden bugs; organizational influences, system influences and operator influences; organizational failure assessment, direct and indirect organizational costs; 
  • Safety process;
  • Identification and analysis of threats – practical case studies according to the Bow-Tie type analysis; 
  • Hazard logs / risk records;
  • Risk management and risk assessment – business practices;
  • Effective barriers – risk reduction control and processes;
  • Change management (MOC) – case studies; 
  • Emergency Response Planning (ERP): a practical approach; 
  • Safety targets (SPT), alert levels and Safety Performance Indicators (SPI): SMS based on performance;
  • Training and communication – introductory, ongoing, on-the-job training;
  • EASA management system requirements (PART-ARO / ORO);
  • Creating and managing an effective safety culture – Measuring the level of safety culture;
  • Implementation: rules for ICAO members and / or EASA / ECAC members;
  • SMS implementation: rules applicable to complex EASA / ECAC organizations and rules applicable to EASA / ECAC simple organizations;
  • Agreed actions on safety and acceptable level of safety (ALoS);
  • Measurement of ALoS performance: effective SMS;
  • Implementation of safety management systems: a practical guide based on the ICAO SMS manual, 3rd edition, 2013;
  • SMS Assessment Tools / SMS Effectiveness Audit.
